Research Question Many countries use a mix of emission taxes and cap-and-trade systems to control emissions of environmentally harmful substances. For instance, in the EU some emitters of greenhouse gases are covered by the EU ETS while others pay national energy and carbon taxes. This project will study the efficiency implications of so-called safety valves in tradable-emission-permit systems in such economies. It will also derive the determinants of optimal hybrid policies in this context.
